The Story

The committee held a public hearing on January 2, 1996. It was introduced on January 3, 1996 and referred to the House Finance committee. The House withdrew that referral and sent the bill to the Education committee instead. The committee held a public hearing on February 1, 1996. The majority of the committee recommended that the House pass it with changes by a vote of 12–1. On February 13, 1996 the House voted to pass it with changes on a voice vote, then referred it on to the House Finance committee. The committee held a public hearing on February 21, 1996. The majority of the committee recommended that the House pass it with changes by a vote of 21–1. On March 19, 1996 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 20, 1996 and was referred to the Senate Education committee. The committee held a public hearing on March 26, 1996. The committee voted 6–1 to recommend that the Senate kill it. On April 17, 1996 the Senate voted to kill it on a roll call 19–5.
