The Story

The committee held a public hearing on January 2, 1996. It was introduced on January 3, 1996 and referred to the House Judiciary and Family Law committee. The majority of the committee recommended that the House pass it unanimously, 14–0, and the report was placed on the consent calendar. On January 25, 1996 the House voted to pass it. It crossed to the Senate on February 8, 1996 and was referred to the Senate Judiciary committee. The committee held a public hearing on March 13, 1996. The committee voted 5–1 to recommend that the Senate pass it. On March 20, 1996 the Senate voted to pass it on a voice vote. The bill was enrolled on April 11, 1996 — the final check of the text before it goes to the governor. The governor signed it on April 15, 1996, making it Chapter 22 of the session laws. It took effect on January 1, 1997.
