The Story

It was introduced on January 3, 1996 and referred to the House Science, Technology and Energy committee. The committee held a public hearing on January 10, 1996. The committee held work sessions on January 24, 1996, February 1, 1996 and February 7, 1996. The majority of the committee recommended that the House pass it with changes unanimously, 13–0, and the report was placed on the consent calendar. On March 5, 1996 the House voted to pass it with changes. It crossed to the Senate on March 7, 1996 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 28, 1996. The committee voted 4–1 to recommend that the Senate pass it with changes. On April 18, 1996 the Senate voted to pass it with changes on a voice vote. On May 8, 1996 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 16, 1996 — the final check of the text before it goes to the governor. The governor signed it on May 24, 1996, making it Chapter 144 of the session laws. It took effect on July 23, 1996.
