The Story
It was introduced on January 3, 1996 and referred to the House Education committee. The committee held a public hearing on February 6, 1996. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 13–8. On February 13, 1996 the House voted to pass it on a roll call 228–122, then referred it on to the House Finance committee. The committee held a public hearing on February 22, 1996. The majority of the committee recommended that the House pass it by a vote of 22–4. On March 13, 1996 the House voted to pass it on a roll call 208–103. It crossed to the Senate and was referred to the Senate Education committee. The committee held a public hearing on April 15, 1996. The committee voted unanimously, 7–0, to recommend that the Senate pass it with changes. On April 18, 1996 the Senate voted to pass it with changes on a voice vote. On May 1, 1996 the House voted to agree to the other chamber's changes on a roll call 248–90. On May 8, 1996 the House failed “Reconsider” on a roll call 82–240, on a motion by Rep. Mirski. The bill was enrolled on May 9, 1996 — the final check of the text before it goes to the governor. The governor vetoed it on May 15, 1996. The legislature can override a veto with a two-thirds vote in both chambers. On June 13, 1996 the House voted 183–146 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
