The Story

It was introduced on January 3, 1996 and referred to the House Commerce, Small Business, Consumer Affairs and Economic Development committee. The committee held a public hearing on January 24, 1996. The committee held work sessions on February 12, 1996, February 20, 1996 and February 21, 1996. The majority of the committee recommended that the House pass it with changes unanimously, 15–0, and the report was placed on the consent calendar. On March 5, 1996 the House voted to pass it with changes. It crossed to the Senate on March 7, 1996 and was referred to the Senate Insurance committee. The committee held a public hearing on April 3, 1996. The committee voted unanimously, 6–0, to recommend that the Senate pass it with changes. On April 11, 1996 the Senate adopted “Recommit” on a voice vote. The committee held a public hearing on April 17, 1996. The committee voted unanimously, 7–0, to recommend that the Senate pass it with changes. On April 18, 1996 the Senate voted to pass it with changes on a voice vote. On May 1, 1996 the House voted to reject the other chamber's changes on a voice vote. On May 16, 1996 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on May 21, 1996 to try to settle the differences between the two chambers' versions of the bill. On June 13, 1996 the House voted to kill it and bar the subject for the rest of the term on a voice vote.
