The majority of the committee recommended that the House pass it with changes by a vote of 17–1, and the report was placed on the consent calendar. On February 21, 1996 the House voted to pass it with changes. It crossed to the Senate on February 21, 1996 and was referred to the Senate Judiciary committee. The committee held a public hearing on March 27, 1996. The committee voted unanimously, 4–0, to recommend that the Senate pass it with changes.
