The Story
It was introduced on January 3, 1996 and referred to the House Municipal and County Government committee. The committee held a public hearing on January 10, 1996. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 11–5. On February 15, 1996 the House voted to pass it on a division vote 194–106. It crossed to the Senate on February 21, 1996 and was referred to the Senate Public Affairs committee. The committee held a public hearing on April 4, 1996. The committee voted unanimously, 5–0, to recommend that the Senate pass it. On April 16, 1996 the Senate voted to pass it on a voice vote. The bill was enrolled on May 1, 1996 — the final check of the text before it goes to the governor. The governor signed it on May 13, 1996, making it Chapter 74 of the session laws. It took effect on July 12, 1996.
