The Story

It was introduced on January 3, 1996 and referred to the House Transportation committee. The committee held a public hearing on January 9, 1996. The committee held a work session on January 16, 1996. The majority of the committee recommended that the House pass it unanimously, 16–0, and the report was placed on the consent calendar. On January 31, 1996 the House voted to pass it. It crossed to the Senate on February 8, 1996 and was referred to the Senate Transportation committee. The committee held a public hearing on March 20, 1996. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes. On April 18, 1996 the Senate voted to pass it with changes on a voice vote. On May 1, 1996 the House voted to reject the other chamber's changes on a voice vote. On May 9, 1996 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on May 16, 1996 to try to settle the differences between the two chambers' versions of the bill. On May 29, 1996 the Senate adopted “Conference Committee Report” on a voice vote. On May 29, 1996 the House adopted “Conference Committee Report” on a voice vote. The bill was enrolled on May 29, 1996 — the final check of the text before it goes to the governor. The governor signed it on June 10, 1996, making it Chapter 218 of the session laws. It took effect on August 9, 1996.
