SB 82 (1995)

relative to appointments to state boards and commissions.

  • Status: Vetoed, override failed
  • Term: 1995-1996
  • House committee: Executive Departments and Administration
  • Senate committee: Executive Departments and Administration
  • Subject: Miscellaneous

The Story

It was introduced on January 5, 1995 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on February 2, 1995. The committee recommended that the Senate pass it with changes. On February 21, 1995 the Senate adopted “Recommit” on a voice vote. The committee recommended that the Senate pass it with changes. On March 15, 1995 the Senate voted to pass it with changes on a voice vote. It crossed to the House on March 16, 1995 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 5, 1995. The committee held work sessions on April 12, 1995, April 13, 1995 and April 18, 1995. The majority of the committee recommended that the House pass it with changes by a vote of 11–1, and the report was placed on the consent calendar. On May 2, 1995 the House voted to pass it with changes. On May 11, 1995 the Senate voted to reject the other chamber's changes on a voice vote. On May 16, 1995 the House adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on May 25, 1995 to try to settle the differences between the two chambers' versions of the bill. On May 31, 1995 the House adopted “Conference Committee Report” on a voice vote. On May 31, 1995 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 6, 1995 — the final check of the text before it goes to the governor. The governor vetoed it on June 12, 1995. The legislature can override a veto with a two-thirds vote in both chambers. On June 29, 1995 the Senate voted 7–17 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
