The Story
It was introduced on January 5, 1995 and referred to the Senate Public Affairs committee. The committee held a public hearing on February 9, 1995. The committee recommended that the Senate pass it. On February 14, 1995 the Senate voted to pass it on a voice vote. It crossed to the House on February 16, 1995 and was referred to the House Judiciary and Family Law committee. The committee held a public hearing on April 5, 1995. The majority of the committee recommended that the House pass it by a vote of 13–1, and the report was placed on the consent calendar. On April 25, 1995 the House voted to pass it. The bill was enrolled on May 2, 1995 — the final check of the text before it goes to the governor. The governor signed it on May 9, 1995, making it Chapter 74 of the session laws. It took effect on January 1, 1996.
