  • Status: Signed into law
  • Term: 1995-1996
  • House committee: Municipal and County Government

The Story

It was introduced on January 5, 1995 and referred to the Senate Public Affairs committee. The committee held a public hearing on February 23, 1995. The committee recommended that the Senate pass it with changes. On March 15, 1995 the Senate voted to pass it with changes on a roll call 16–8. It crossed to the House on March 16, 1995 and was referred to the House Municipal and County Government committee. The committee held a public hearing on April 4, 1995. The committee held work sessions on April 11, 1995, April 13, 1995, April 17, 1995 and April 20, 1995. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 15–2. On May 2, 1995 the House voted to pass it with changes on a roll call 236–106. On May 2, 1995 the House failed “Reconsider” on a voice vote, on a motion by Rep. Hurst. On May 11, 1995 the Senate voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 23, 1995 — the final check of the text before it goes to the governor. The governor signed it on June 1, 1995, making it Chapter 164 of the session laws. It took effect on July 31, 1995.
