The Story
It was introduced on January 5, 1995 and referred to the Senate Judiciary committee. The committee recommended that the Senate pass it with changes. On March 15, 1995 the Senate voted to pass it with changes, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On April 6, 1995 the Senate voted to pass it on a voice vote. It crossed to the House on April 11, 1995 and was referred to the House Judiciary and Family Law committee. The committee held a public hearing on April 20, 1995. The majority of the committee recommended that the House pass it with changes by a vote of 13–1, and the report was placed on the consent calendar. On May 2, 1995 the House voted to pass it with changes. On May 23, 1995 the Senate voted to reject the other chamber's changes on a voice vote. On May 23, 1995 the House adopted “Accede to Request for Committee of Conference”. A committee of conference met on May 31, 1995 to try to settle the differences between the two chambers' versions of the bill. On June 6, 1995 the House adopted “Conference Committee Report”. On June 6, 1995 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 6, 1995 — the final check of the text before it goes to the governor. It became law without the governor's signature on June 20, 1995, as Chapter 277. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
