The majority of the committee recommended that the House pass it with changes unanimously, 21–0. On May 9, 1995 the House voted to pass it with changes on a voice vote. On May 23, 1995 the Senate voted to agree to the other chamber's changes on a voice vote. An enrolled bill amendment (2880) was adopted on June 6, 1995.
