The Story

It was introduced on January 5, 1995 and referred to the Senate Insurance committee. The committee recommended that the Senate pass it. On February 21, 1995 the Senate voted to pass it on a voice vote. It crossed to the House and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on March 21, 1995. The committee held work sessions on March 23, 1995, March 29, 1995, April 13, 1995, April 20, 1995 and April 25, 1995. The majority of the committee recommended that the House pass it with changes unanimously, 11–0. On May 2, 1995 the House voted to pass it with changes on a voice vote, then referred it on to the House Finance committee. On May 2, 1995 the House adopted “Suspend Rules for fin hearing”, on a motion by Rep. Scanlan. The committee held a public hearing on May 8, 1995. The majority of the committee recommended that the House pass it by a vote of 14–7. On May 16, 1995 the House voted to pass it on a voice vote. On May 18, 1995 the Senate voted to reject the other chamber's changes on a voice vote.
