The Story
It was introduced on January 5, 1995 and referred to the Senate Public Institutions, Health and Human Services committee. The Senate withdrew that referral and sent the bill to the Judiciary committee instead. The committee held a public hearing on February 15, 1995. The committee recommended that the Senate pass it with changes. On March 15, 1995 the Senate voted to pass it with changes, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes. On April 6, 1995 the Senate voted to pass it with changes on a voice vote. It crossed to the House on April 11, 1995 and was referred to the House Judiciary and Family Law committee. The committee held a public hearing on April 19, 1995. The majority of the committee recommended that the House pass it unanimously, 12–0, and the report was placed on the consent calendar. On April 25, 1995 the House voted to pass it. The bill was enrolled on May 9, 1995 — the final check of the text before it goes to the governor. The governor signed it on May 16, 1995, making it Chapter 121 of the session laws. It took effect on July 1, 1995.
