The Story
It was introduced on January 5, 1995 and referred to the Senate Ways and Means committee. The committee held a public hearing on February 14, 1995. The committee recommended that the Senate pass it with changes. On March 21, 1995 the Senate voted to pass it with changes on a voice vote. It crossed to the House and was referred to the House Municipal and County Government committee. The committee held a public hearing on March 30, 1995. The committee held work sessions on April 19, 1995, April 25, 1995, April 27, 1995 and May 1, 1995. The majority of the committee recommended that the House pass it with changes unanimously, 15–0, and the report was placed on the consent calendar. On May 9, 1995 the House voted to pass it with changes. On May 23, 1995 the Senate voted to reject the other chamber's changes on a voice vote. On May 23, 1995 the House adopted “Accede to Request for Committee of Conference”. A committee of conference met on May 30, 1995 to try to settle the differences between the two chambers' versions of the bill. On May 31, 1995 the House adopted “Conference Committee Report” on a voice vote. On May 31, 1995 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 6, 1995 — the final check of the text before it goes to the governor. The governor signed it on June 19, 1995, making it Chapter 265 of the session laws. It took effect on January 1, 1996.
