The majority of the committee recommended that the House pass it with changes by a vote of 23–2. On March 15, 1995 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 21, 1995 and was referred to the Senate Environment committee. The committee held a public hearing on April 18, 1995. The committee recommended that the Senate pass it. On May 4, 1995 the Senate voted to pass it, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On May 16, 1995 the Senate voted to pass it on a voice vote. The bill was enrolled on June 6, 1995 — the final check of the text before it goes to the governor. The governor signed it on June 12, 1995, making it Chapter 208 of the session laws. It took effect on June 12, 1995.
