The Story

It was introduced on January 5, 1995 and referred to the House Finance committee. The committee held public hearings on February 2, 1995 and February 27, 1995. The majority of the committee recommended that the House pass it unanimously, 25–0, and the report was placed on the consent calendar. On March 15, 1995 the House voted to pass it. It crossed to the Senate on March 21, 1995 and was referred to the Senate Ways and Means committee. The committee held a public hearing on April 18, 1995. The committee recommended that the Senate pass it with changes. On April 20, 1995 the Senate voted to pass it with changes on a voice vote. On April 25, 1995 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 2, 1995 — the final check of the text before it goes to the governor. It became law without the governor's signature on May 10, 1995, as Chapter 80. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
