It was introduced on January 5, 1995 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on February 1, 1995. The majority of the committee recommended that the House pass it by a vote of 20–2, and the report was placed on the consent calendar. On March 30, 1995 the House voted to pass it. It crossed to the Senate and was referred to the Senate Public Institutions, Health and Human Services committee. The committee recommended that the Senate pass it. On May 4, 1995 the Senate voted to pass it, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On May 16, 1995 the Senate voted to pass it on a voice vote. The bill was enrolled on May 23, 1995 — the final check of the text before it goes to the governor. The governor vetoed it on June 5, 1995. The legislature can override a veto with a two-thirds vote in both chambers. On June 29, 1995 the House voted 180–154 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
