The Story

It was introduced on February 16, 1995 and referred to the House Finance committee. The committee held a public hearing on March 3, 1995. The majority of the committee recommended that the House pass it with changes by a vote of 17–10. On April 6, 1995 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 13, 1995 and was referred to the Senate Finance committee. The Senate withdrew that referral and sent the bill to the Executive Departments and Administration committee instead. The committee held a public hearing on May 2, 1995. The majority recommended that the Senate pass it, and the minority recommended that the Senate pass it with changes. On May 4, 1995 the Senate voted to pass it, then referred it on to the Senate Finance committee. The bill was enrolled on May 9, 1995 — the final check of the text before it goes to the governor. On May 11, 1995 the Senate adopted “Suspend Rules for fin report”, on a motion by Sen. Currier. On May 11, 1995 the Senate failed “Reconsider” on a voice vote, on a motion by Sen. Barnes. The bill was enrolled on May 11, 1995 — the final check of the text before it goes to the governor. The governor signed it on May 12, 1995, making it Chapter 81 of the session laws.
