It was introduced on January 5, 1995 and referred to the House Constitutional and Statutory Revision committee. The committee held a public hearing on February 16, 1995. The majority of the committee recommended that the House pass it with changes unanimously, 15–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on March 15, 1995. On March 15, 1995 the House adopted “Special Order to 03/16/1995” on a voice vote. On March 16, 1995 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 21, 1995 and was referred to the Senate Public Affairs committee. The committee held a public hearing on April 4, 1995. The committee recommended that the Senate pass it. On April 13, 1995 the Senate voted to pass it on a voice vote.
