HB 446 (1995)

relative to mental health care benefits within the HMO networks.

  • Status: Signed into law
  • Term: 1995-1996
  • House committee: Commerce, Small Business, Consumer Affairs and Economic Development
  • Senate committee: Insurance
  • Subject: Insurance
  • Chapter law: 245

The Story

It was introduced on January 5, 1995 and referred to the House Commerce, Small Business, Consumer Affairs and Economic Development committee. The committee held a public hearing on February 15, 1995. The committee held work sessions on February 21, 1995 and February 24, 1995. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 10–8. On March 15, 1995 the House voted to pass it with changes on a division vote 200–135. It crossed to the Senate on March 21, 1995 and was referred to the Senate Insurance committee. The committee held a public hearing on April 12, 1995. The committee met in executive session on May 10, 1995 to vote on its recommendation. The committee recommended that the Senate pass it with changes. On May 11, 1995 the Senate voted to pass it with changes on a voice vote. On May 16, 1995 the House voted to reject the other chamber's changes on a voice vote. On May 23, 1995 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on May 30, 1995 and May 31, 1995 to try to settle the differences between the two chambers' versions of the bill. On June 6, 1995 the Senate adopted “Conference Committee Report” on a voice vote. On June 6, 1995 the House adopted “Conference Committee Report”. The bill was enrolled on June 6, 1995 — the final check of the text before it goes to the governor. The governor signed it on June 19, 1995, making it Chapter 245 of the session laws. It took effect on August 18, 1995.
