The Story

It was introduced on January 5, 1995 and referred to the House Legislative Administration committee. The committee held a work session on February 28, 1995. The majority of the committee recommended that the House pass it with changes unanimously, 13–0. On March 15, 1995 the House adopted “Special Order to 03/16/1995” on a voice vote. On March 16, 1995 the House rejected a motion to kill it and bar the subject for the rest of the term on a division vote 120–214, on a motion by Rep. Newland. On March 16, 1995 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 21, 1995 and was referred to the Senate Executive Departments and Administration committee. The committee met in executive session on May 9, 1995 to vote on its recommendation. The committee recommended that the Senate pass it with changes. On May 11, 1995 the Senate voted to pass it with changes on a voice vote. On May 23, 1995 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 6, 1995 — the final check of the text before it goes to the governor. The governor signed it on June 12, 1995, making it Chapter 196 of the session laws. It took effect on August 11, 1995.
