It was introduced on January 5, 1995 and referred to the House Commerce, Small Business, Consumer Affairs and Economic Development committee. The committee held a public hearing on February 14, 1995. The majority of the committee recommended that the House pass it with changes by a vote of 16–2, and the report was placed on the consent calendar. On March 9, 1995 the House voted to pass it with changes. It crossed to the Senate on March 15, 1995 and was referred to the Senate Executive Departments and Administration committee. The Senate withdrew that referral and sent the bill to the Banks committee instead. The committee held a public hearing on April 4, 1995. The committee recommended that the Senate pass it. On April 6, 1995 the Senate voted to pass it on a voice vote. The bill was enrolled on May 2, 1995 — the final check of the text before it goes to the governor.
