The committee held a public hearing on April 11, 1995. The committee recommended that the Senate pass it with changes. On May 11, 1995 the Senate voted to lay it on the table on a voice vote. On May 18, 1995 the Senate voted to pass it with changes on a voice vote. On May 23, 1995 the House voted to reject the other chamber's changes on a voice vote. On July 1, 1995 the House voted to kill it and bar the subject for the rest of the term.
