The Story
It was introduced on January 5, 1995 and referred to the House Municipal and County Government committee. The majority of the committee recommended that the House pass it with changes unanimously, 17–0, and the report was placed on the consent calendar. On March 2, 1995 the House voted to pass it with changes. It crossed to the Senate on March 9, 1995 and was referred to the Senate Public Affairs committee. The committee held public hearings on March 30, 1995 and April 13, 1995. The committee recommended that the Senate pass it. On April 20, 1995 the Senate voted to pass it on a voice vote. The bill was enrolled on May 2, 1995 — the final check of the text before it goes to the governor. The governor signed it on May 9, 1995, making it Chapter 62 of the session laws. It took effect on July 8, 1995.
