The Story

It was introduced on January 5, 1995 and referred to the House Corrections and Criminal Justice committee. The committee held a public hearing on February 7, 1995. The majority of the committee recommended that the House pass it unanimously, 19–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on February 15, 1995. On February 15, 1995 the House adopted “Special Order to 02/16/1995” on a voice vote. On February 16, 1995 the House voted to pass it on a voice vote. It crossed to the Senate on February 21, 1995 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 12, 1995. The committee recommended that the Senate pass it. On April 20, 1995 the Senate voted to pass it on a voice vote. The bill was enrolled on May 2, 1995 — the final check of the text before it goes to the governor. It became law without the governor's signature, as Chapter 79. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
