The Story
It was introduced on January 5, 1995 and referred to the House Municipal and County Government committee. The committee held a public hearing on February 15, 1995. The majority of the committee recommended that the House pass it unanimously, 19–0, and the report was placed on the consent calendar. On March 15, 1995 the House voted to pass it. It crossed to the Senate on March 21, 1995 and was referred to the Senate Public Affairs committee. The committee recommended that the Senate pass it with changes. On May 4, 1995 the Senate voted to pass it with changes on a voice vote. On May 9, 1995 the House voted to reject the other chamber's changes on a voice vote. On May 16, 1995 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. On June 6, 1995 the Senate adopted “Conference Committee Report” on a voice vote. On June 6, 1995 the House adopted “Conference Committee Report”. The bill was enrolled on June 6, 1995 — the final check of the text before it goes to the governor. The governor signed it on June 19, 1995, making it Chapter 243 of the session laws. It took effect on January 1, 1996.
