The Story
It was introduced on January 5, 1995 and referred to the House Public Works and Highways committee. The committee held public hearings on February 7, 1995 and February 14, 1995. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 14–6. On March 9, 1995 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 15, 1995 and was referred to the Senate Environment committee. The committee held a public hearing on March 28, 1995. The committee recommended that the Senate pass it with changes. On April 13, 1995 the Senate voted to pass it with changes on a voice vote. On April 25, 1995 the House voted to reject the other chamber's changes on a voice vote. On May 2, 1995 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on May 9, 1995 to try to settle the differences between the two chambers' versions of the bill. On May 23, 1995 the Senate adopted “Conference Committee Report” on a voice vote. On May 31, 1995 the House adopted “Conference Committee Report”. The bill was enrolled on June 6, 1995 — the final check of the text before it goes to the governor. The governor signed it on June 19, 1995, making it Chapter 241 of the session laws. It took effect on June 19, 1996.
