On March 9, 1995 the House voted to pass it with changes. It crossed to the Senate on March 15, 1995 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 5, 1995. The committee recommended that the Senate kill it. On May 4, 1995 the Senate voted to kill it on a voice vote.
