The Story

It was introduced on January 5, 1995 and referred to the House Constitutional and Statutory Revision committee. The committee held a public hearing on February 7, 1995. The majority of the committee recommended that the House pass it with changes by a vote of 13–3. On March 15, 1995 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 21, 1995 and was referred to the Senate Public Affairs committee. The committee held a public hearing on April 19, 1995. The committee recommended that the Senate pass it with changes. On May 2, 1995 the Senate voted to lay it on the table on a voice vote. On May 23, 1995 the Senate voted to pass it with changes on a voice vote. On May 31, 1995 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 6, 1995 — the final check of the text before it goes to the governor. It became law without the governor's signature on June 20, 1995, as Chapter 276. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
