The Story

It was introduced on January 5, 1995 and referred to the House Transportation committee. The committee held a public hearing on January 31, 1995. The majority of the committee recommended that the House pass it with changes unanimously, 17–0, and the report was placed on the consent calendar. On March 15, 1995 the House voted to pass it with changes. It crossed to the Senate on March 21, 1995 and was referred to the Senate Transportation committee. The committee held a public hearing on April 19, 1995. The committee recommended that the Senate pass it with changes. On April 27, 1995 the Senate voted to pass it with changes on a voice vote. On May 9, 1995 the House voted to reject the other chamber's changes on a voice vote. On May 23, 1995 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on May 25, 1995 to try to settle the differences between the two chambers' versions of the bill. On May 31, 1995 the Senate adopted “Conference Committee Report” on a voice vote. On June 6, 1995 the House adopted “Conference Committee Report”. The bill was enrolled on June 6, 1995 — the final check of the text before it goes to the governor. The governor signed it on June 19, 1995, making it Chapter 239 of the session laws. It took effect on July 19, 1995.
