- Status: Vetoed, override failed
- Term: 1995-1996
- House committee: Health, Human Services and Elderly Affairs
- Senate committee: Public Institutions, Health and Human Services
- Subject: Public and Mental Health
The Story
It was introduced on January 5, 1995 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on January 31, 1995. The majority of the committee recommended that the House pass it by a vote of 17–1. On March 2, 1995 the House voted to pass it on a division vote 217–110, then referred it on to the House Finance committee. The committee held a public hearing on March 7, 1995. The committee voted 19–2 to recommend that the House pass it with changes. On April 4, 1995 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 6, 1995 and was referred to the Senate Public Institutions, Health and Human Services committee. The committee recommended that the Senate pass it. On May 4, 1995 the Senate voted to pass it, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes. On May 18, 1995 the Senate voted to pass it with changes on a voice vote. On May 23, 1995 the House voted to reject the other chamber's changes on a voice vote. On May 23, 1995 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on May 26, 1995 and May 30, 1995 to try to settle the differences between the two chambers' versions of the bill. On June 6, 1995 the Senate adopted “Conference Committee Report” on a voice vote. On June 6, 1995 the House adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 6, 1995 — the final check of the text before it goes to the governor. The governor vetoed it on June 19, 1995. The legislature can override a veto with a two-thirds vote in both chambers. On June 29, 1995 the House voted 212–128 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold. On June 29, 1995 the House adopted “Reconsider” on a division vote 211–125, on a motion by Rep. John Hunt.
