It was introduced on January 5, 1995 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on January 25, 1995. The committee held a work session on February 1, 1995. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 12–8. On March 15, 1995 the House voted to pass it with changes on a roll call 228–114. It crossed to the Senate on March 21, 1995 and was referred to the Senate Public Affairs committee. The committee held a public hearing on April 13, 1995. The majority recommended that the Senate pass it with changes, and the minority recommended that the Senate kill it. On May 2, 1995 the Senate voted to lay it on the table on a voice vote. On May 4, 1995 the Senate voted to pass it with changes on a roll call 14–5. On May 9, 1995 the House voted to agree to the other chamber's changes on a voice vote. On May 16, 1995 the House failed “Reconsider” on a roll call 89–252, on a motion by Rep. Wollner. The bill was enrolled on May 23, 1995 — the final check of the text before it goes to the governor. The governor signed it on June 1, 1995, making it Chapter 157 of the session laws.
