The Story

It was introduced on March 16, 1995 and referred to the House Finance committee. The majority of the committee recommended that the House pass it with changes by a vote of 15–7. On April 4, 1995 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 6, 1995 and was referred to the Senate Finance committee. The committee held a public hearing on April 19, 1995. The committee recommended that the Senate pass it with changes. On April 20, 1995 the Senate voted to pass it with changes on a voice vote. On April 25, 1995 the House voted to reject the other chamber's changes on a voice vote. On April 27, 1995 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. On May 11, 1995 the Senate adopted “Conference Committee Report” on a voice vote. On May 16, 1995 the House adopted “Conference Committee Report” on a roll call 215–111. The bill was enrolled on May 16, 1995 — the final check of the text before it goes to the governor. The governor signed it on May 18, 1995, making it Chapter 127 of the session laws. It took effect on May 18, 1995.
