The Story

It was introduced on February 16, 1995 and referred to the House Public Works and Highways committee. The majority of the committee recommended that the House pass it with changes unanimously, 16–0. On March 30, 1995 the House voted to pass it with changes on a voice vote, then referred it on to the House Finance committee. On March 30, 1995 the House adopted “Suspend Rules for fin hearing”, on a motion by Rep. F Torr. The committee held a public hearing on April 3, 1995. The majority of the committee recommended that the House pass it with changes unanimously, 15–0. On April 13, 1995 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 13, 1995 and was referred to the Senate Capital Budget committee. The committee recommended that the Senate pass it with changes. The committee's amendment (2644) was adopted on a voice vote on May 18, 1995, changing the text of the bill. On May 18, 1995 the Senate voted to pass it with changes on a voice vote. On May 23, 1995 the House voted to reject the other chamber's changes on a voice vote. On May 23, 1995 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. On May 31, 1995 the House adopted “Suspend Rules on deadline”, on a motion by Rep. A Torr & Buckley. On May 31, 1995 the Senate adopted “Suspend Rules on deadline”, on a motion by Sen. Stawasz. A committee of conference met on June 1, 1995, June 6, 1995, June 7, 1995, June 13, 1995 and June 21, 1995 to try to settle the differences between the two chambers' versions of the bill. On June 29, 1995 the Senate adopted “Conference Committee Report” on a voice vote. On June 29, 1995 the House adopted “Conference Committee Report” on a roll call 276–49. The bill was enrolled on June 29, 1995 — the final check of the text before it goes to the governor. The governor signed it on July 3, 1995, making it Chapter 309 of the session laws. It took effect on June 30, 1995.
