The committee recommended that the Senate pass it with changes. On May 16, 1995 the Senate voted to pass it with changes on a voice vote. On May 23, 1995 the House voted to agree to the other chamber's changes on a voice vote. An enrolled bill amendment (2798) was adopted on a voice vote on May 31, 1995.
