The committee held work sessions on January 24, 1995 and February 7, 1995. The majority of the committee recommended that the House pass it with changes by a vote of 14–1, and the report was placed on the consent calendar. On February 15, 1995 the House voted to pass it with changes. It crossed to the Senate on February 21, 1995 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on April 17, 1995. The committee recommended that the Senate pass it with changes. On May 2, 1995 the Senate voted to pass it with changes on a voice vote. On May 16, 1995 the House voted to reject the other chamber's changes on a voice vote. On May 18, 1995 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on May 31, 1995 to try to settle the differences between the two chambers' versions of the bill. On June 6, 1995 the Senate adopted “Conference Committee Report” on a voice vote. On June 6, 1995 the House adopted “Conference Committee Report”. The bill was enrolled on June 6, 1995 — the final check of the text before it goes to the governor. The governor signed it on June 19, 1995, making it Chapter 230 of the session laws.
