On March 22, 1994 the Senate voted to pass it on a voice vote. It crossed to the House and was referred to the House Public Works committee. The committee held a public hearing on March 29, 1994. The majority of the committee recommended that the House pass it with changes by a vote of 13–1. On April 14, 1994 the House voted to pass it with changes on a voice vote, then referred it on to the House Appropriations committee. The committee held a public hearing on April 20, 1994. On May 17, 1994 the House adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on May 18, 1994 to try to settle the differences between the two chambers' versions of the bill.
