  • Status: Vetoed, override failed
  • Term: 1993-1994
  • House committee: Health, Human Services and Elderly Affairs

The Story

It was introduced on January 5, 1994 and referred to the Senate Insurance committee. The committee held a public hearing on February 3, 1994. The committee recommended that the Senate pass it. On February 10, 1994 the Senate voted to pass it on a division vote, then referred it on to the Senate Fin committee. The committee recommended that the Senate pass it with changes. On March 22, 1994 the Senate voted to pass it with changes on a voice vote. It crossed to the House and was referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on April 5, 1994. The majority of the committee recommended that the House pass it unanimously, 19–0. On April 21, 1994 the House voted to pass it on a voice vote, then referred it on to the House Appropriations committee. The committee held a public hearing on April 29, 1994. The majority of the committee recommended that the House pass it with changes by a vote of 11–7. On May 11, 1994 the House voted to pass it with changes on a roll call 197–140. On May 12, 1994 the Senate voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 26, 1994 — the final check of the text before it goes to the governor. The governor vetoed it on June 6, 1994. The legislature can override a veto with a two-thirds vote in both chambers. On June 22, 1994 the Senate voted 13–10 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
