  • Status: Vetoed, override failed
  • Term: 1993-1994
  • House committee: Health, Human Services and Elderly Affairs
  • Senate committee: Public Institutions, Health and Human Services
  • Subject: Welfare/Medicare/Medicaid

The Story

It was introduced on January 5, 1994 and referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on January 31, 1994. The committee recommended that the Senate pass it with changes. On February 16, 1994 the Senate voted to pass it with changes on a division vote, then referred it on to the Senate Fin committee. The committee recommended that the Senate pass it with changes. On March 22, 1994 the Senate voted to pass it with changes on a roll call 15–8. It crossed to the House and was referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on April 5, 1994. The committee held a work session on April 12, 1994. The majority of the committee recommended that the House pass it with changes unanimously, 18–0. On April 21, 1994 the House voted to pass it with changes on a voice vote, then referred it on to the House Appropriations committee. The committee held a public hearing on April 29, 1994. The majority of the committee recommended that the House pass it with changes by a vote of 19–1. On May 11, 1994 the House voted to pass it with changes on a roll call 212–120. On May 17, 1994 the Senate voted to agree to the other chamber's changes on a voice vote. An enrolled bill amendment () was adopted on May 26, 1994. These correct technical errors found after passage. The bill was enrolled on May 26, 1994 — the final check of the text before it goes to the governor — and an enrolled bill amendment (6682) was adopted to correct technical errors found after passage. The governor vetoed it on June 7, 1994. The legislature can override a veto with a two-thirds vote in both chambers. On June 22, 1994 the Senate voted 12–11 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
