The Story
It was introduced on January 5, 1994 and referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on February 9, 1994. The committee recommended that the Senate pass it. On February 10, 1994 the Senate voted to pass it on a voice vote. It crossed to the House on February 16, 1994 and was referred to the House Appropriations committee. The House withdrew that referral and sent the bill to the Health, Human Services and Elderly Affairs committee instead. The committee held a public hearing on April 12, 1994. The majority of the committee recommended that the House pass it unanimously, 15–0. On April 21, 1994 the House voted to pass it on a voice vote, then referred it on to the House Appropriations committee. The committee held a public hearing on April 29, 1994. The majority of the committee recommended that the House pass it with changes unanimously, 18–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 11, 1994. On May 11, 1994 the House voted to pass it with changes on a voice vote. On May 17, 1994 the Senate voted to reject the other chamber's changes on a voice vote. On May 18, 1994 the House adopted “Accede to Request for Committee of Conference”. On May 26, 1994 the House adopted “Conference Committee Report” on a voice vote. On May 26, 1994 the Senate adopted “Conference Committee Report” on a voice vote. An enrolled bill amendment () was adopted on May 26, 1994. These correct technical errors found after passage. The bill was enrolled on May 26, 1994 — the final check of the text before it goes to the governor — and an enrolled bill amendment (6698) was adopted to correct technical errors found after passage. The governor signed it on June 10, 1994, making it Chapter 403 of the session laws. It took effect on June 10, 1994.
