The committee recommended that the Senate pass it with changes. On March 22, 1994 the Senate voted to pass it with changes on a voice vote. It crossed to the House and was referred to the House Public Works committee. The committee held a public hearing on April 5, 1994. The majority of the committee recommended that the House pass it with changes unanimously, 14–0, and the report was placed on the consent calendar. On April 19, 1994 the House voted to pass it with changes. On May 11, 1994 the Senate voted to reject the other chamber's changes on a voice vote. On May 17, 1994 the House adopted “Accede to Request for Committee of Conference” on a voice vote. On May 26, 1994 the House adopted “Conference Committee Report” on a voice vote.
