The Story
It was introduced on January 5, 1994 and referred to the Senate Insurance committee. The Senate withdrew that referral and sent the bill to the Banks committee instead. The committee held a public hearing on February 15, 1994. The committee recommended that the Senate pass it with changes. On February 16, 1994 the Senate voted to pass it with changes on a division vote, then referred it on to the Senate Fin committee. The committee recommended that the Senate pass it. On March 22, 1994 the Senate voted to pass it on a voice vote. It crossed to the House and was referred to the House Commerce, Small Business and Consumer Affairs committee. The committee held public hearings on March 29, 1994 and April 7, 1994. The majority of the committee recommended that the House pass it with changes by a vote of 15–1, and the report was placed on the consent calendar. The majority of the committee recommended that the House pass it with changes by a vote of 12–5. The committee voted 13–2 to recommend that the House pass it with changes. On May 17, 1994 the House adopted “Suspend Rules for report”, on a motion by Rep. A Torr & Trombly. On May 17, 1994 the House voted to pass it with changes on a voice vote. On May 17, 1994 the Senate voted to agree to the other chamber's changes on a voice vote. An enrolled bill amendment () was adopted on May 26, 1994. These correct technical errors found after passage. The bill was enrolled on May 26, 1994 — the final check of the text before it goes to the governor — and an enrolled bill amendment (6674) was adopted to correct technical errors found after passage.
