The Story
It was introduced on January 5, 1994 and referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on January 24, 1994. The committee recommended that the Senate pass it with changes. On February 10, 1994 the Senate voted to pass it with changes on a division vote, then referred it on to the Senate Fin committee. The committee recommended that the Senate pass it with changes. On March 22, 1994 the Senate voted to pass it with changes on a voice vote. It crossed to the House and was referred to the House Appropriations committee. The committee held a public hearing on March 29, 1994. The committee met in executive session on April 14, 1994 to vote on its recommendation. The majority of the committee recommended that the House pass it with changes unanimously, 20–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 5, 1994. On May 5, 1994 the House voted to pass it with changes on a voice vote. On May 12, 1994 the Senate voted to reject the other chamber's changes on a voice vote. On May 17, 1994 the House adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on May 19, 1994 to try to settle the differences between the two chambers' versions of the bill. On May 26, 1994 the House adopted “Conference Committee Report” on a voice vote. On May 26, 1994 the Senate adopted “Conference Committee Report” on a voice vote. An enrolled bill amendment () was adopted on May 26, 1994. These correct technical errors found after passage. The bill was enrolled on May 26, 1994 — the final check of the text before it goes to the governor — and an enrolled bill amendment (6702) was adopted to correct technical errors found after passage. The governor signed it on June 9, 1994, making it Chapter 386 of the session laws. It took effect on June 9, 1994.
