The committee recommended that the Senate pass it with changes. On March 10, 1994 the Senate voted to pass it with changes on a division vote, then referred it on to the Senate Fin committee. The committee recommended that the Senate pass it with changes. On March 22, 1994 the Senate voted to pass it with changes on a voice vote. It crossed to the House and was referred to the House Commerce, Small Business and Consumer Affairs committee. The committee held a public hearing on April 6, 1994. The majority of the committee recommended that the House pass it unanimously, 12–0. On April 19, 1994 the House voted to pass it on a voice vote, then referred it on to the House Appropriations committee. The committee held a public hearing on April 27, 1994. The majority of the committee recommended that the House kill it by a vote of 15–4. On May 11, 1994 the House voted to kill it on a voice vote.
