The Story
It was introduced on January 5, 1994 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on January 20, 1994. The Senate withdrew that referral and sent the bill to the Environment committee instead. The committee held a public hearing on February 10, 1994. The committee recommended that the Senate pass it with changes. On February 15, 1994 the Senate voted to pass it with changes on a voice vote. It crossed to the House on February 17, 1994 and was referred to the House Judiciary committee. The committee held a public hearing on March 9, 1994. The committee held a work session on March 15, 1994. The majority of the committee recommended that the House pass it with changes by a vote of 14–2, and the report was placed on the consent calendar. On April 19, 1994 the House voted to pass it with changes. On May 11, 1994 the Senate voted to reject the other chamber's changes on a voice vote. On May 17, 1994 the House adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on May 18, 1994 to try to settle the differences between the two chambers' versions of the bill. On May 26, 1994 the House adopted “Conference Committee Report” on a voice vote. On May 26, 1994 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on May 26, 1994 — the final check of the text before it goes to the governor. The governor signed it on June 8, 1994, making it Chapter 360 of the session laws. It took effect on June 8, 1994.
