The Story
It was introduced on January 5, 1994 and referred to the Senate Wildlife and Recreation committee. The committee held a public hearing on January 27, 1994. The committee recommended that the Senate pass it with changes. On February 3, 1994 the Senate voted to pass it with changes on a voice vote. It crossed to the House on February 15, 1994 and was referred to the House Municipal and County Government committee. The committee held a public hearing on March 16, 1994. The majority of the committee recommended that the House pass it by a vote of 12–1, and the report was placed on the consent calendar. On April 14, 1994 the House voted to pass it. The bill was enrolled on April 28, 1994 — the final check of the text before it goes to the governor. It became law without the governor's signature on May 10, 1994, as Chapter 99. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
