The Story
It was introduced on January 5, 1994 and referred to the Senate Public Affairs committee. The Senate withdrew that referral and sent the bill to the Banks committee instead. The committee held a public hearing on February 2, 1994. The committee recommended that the Senate pass it with changes. On February 10, 1994 the Senate voted to pass it with changes on a voice vote. It crossed to the House on February 16, 1994 and was referred to the House Commerce, Small Business and Consumer Affairs committee. The committee held a public hearing on March 31, 1994. The committee held work sessions on April 14, 1994 and April 26, 1994. The majority of the committee recommended that the House pass it with changes by a vote of 10–2. On May 5, 1994 the House voted to pass it with changes on a voice vote. On May 11, 1994 the Senate voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 17, 1994 — the final check of the text before it goes to the governor. The governor signed it on May 24, 1994, making it Chapter 206 of the session laws. It took effect on January 1, 1995.
