It was introduced on January 5, 1994 and referred to the Senate Public Affairs committee. The committee held a public hearing on January 12, 1994. The committee recommended that the Senate pass it. On February 3, 1994 the Senate voted to pass it on a voice vote. It crossed to the House on February 15, 1994 and was referred to the House Municipal and County Government committee. The committee held a public hearing on March 16, 1994. The majority of the committee recommended that the House pass it unanimously, 13–0, and the report was placed on the consent calendar.
